You’d think this would be an easy question to answer with a yes or no. Stake.us is a social casino, and there are no laws to prohibit sweepstakes from being run in the Keystone State. This seems to point towards yes, then.

However, there has been ample drama in the state in recent months. The Pennsylvania Gaming Control Board (PGCB) is responsible for regulating the casino industry. They issue licenses for both online casinos and brick-and-mortar casinos to operate. However, current legislation in the state does not cover social casinos. Therefore, these sites do not require a license. Sweepstakes provide an element of chance and do not require real cash like traditional casinos do. No purchase is needed to participate, either, although some players like to purchase optional Gold Coin packages to prolong their casual casino-style entertainment there.

Despite this, the PGCB sent letters to multiple sweepstakes sites in April 2025, requesting that they cease providing their services in Pennsylvania. A spokesperson for the PGCB stated that such sites provided ‘illegal online gaming.’ Those in charge have admitted they have no power to prevent such sites from operating, but it looks as though they may be trying to do something about that. A change in the law may be necessary. We’re watching the situation closely to see what happens next, and we will update you if we get any news or updates.

Technically, yes. It does not break any current laws in the state. The PGCB wants to change the law so that social casinos must apply for a license to operate in the state. Currently, such sites do not require a license, as they are not the same as traditional real cash casinos. Similarly, Stake.us is legal in Minnesota, even though real cash casinos are not.

That said, Stake.us has elected to withdraw from the state. This appears to be a proactive measure, and it is not the first time the site has withdrawn its services from certain US states. We noted that their terms and conditions confirm the withdrawal from one or more states on two occasions in February 2025. We suspect they’ve taken a similarly proactive stance there, too, which makes sense.

Moving on, here is the list of other states where Stake.us is currently not operating: Washington, New York, Nevada, Idaho, Kentucky, Michigan, Vermont, New Jersey, Delaware, West Virginia, Pennsylvania, Rhode Island, Connecticut, Maryland, Louisiana, Montana, and Arizona.
