In June, the Walton-Penner Group agreed to purchase the Broncos from the Patrick D. Bowlen Trust.
Last week, the NFL finance committee unanimously recommended approval of the sale.
After the league approves the deal, the group will officially take control of the Broncos.
The $4.65 billion deal is the largest ever paid for an American sports franchise.
Rob Walton, the Walmart heir, leads the Walton-Penner clan. His daughter Carrier and Greg Penner are also part of the Walton-Penner clan.
