From 1945 a very limited form of gambling for charitable purposes was legalized, this was the status quo until 1982 when pari-mutuel betting was allowed with pari-mutuel horse racing better allowed the year after. This seemed to signal the start of a relaxation of the law as in 1989 a state lottery was introduced. However this was a false dawn and while tribal casinos were legal due to a mix of state law and tribal ordinance, very little else was actually introduced.

Ever since the 2000s the debate has raged within the state over whether or not sports betting should be legalized. Yet whilst the debate itself may have been up and running, any legislative changes certainly were not.

It took over a decade for a bill that would have legalized fantasy sports betting to be introduced within the state. But despite passing the House it failed in the Senate. In May 2018 the US Supreme Court ruled that a federal law that barred states from legalizing sports betting was to be overturned.

With the federal law overturned, it cleared the way for states to decide their own futures in terms of sports betting. However two bills proposed in the 2019-2020 session that would have legalized sports betting in Minnesotabetting Minnesota online, failed to pass.

More bills are expected to be tabled in 2022 that have far more of a chance of passing as long as they get tribal support. For now, they’re expected only to legalize retail betting but it is expected this could clear the path to legal online sports betting.
