The Colts appear to be moving on so far from Robert Mathis, Arthur Jones and Erik Walden, but have added some veterans on defense. The Mike Adams loss will probably hurt a bit unless they can draft a good replacement.
At this point, the Colts have similar issues as last season: offensive line and defense shortfalls. Keeping Jack Doyle was smart, but they really have to beef up the defense and keep Andrew Luck upright.
Jacksonville:

The Jaguars usually win free agency, but as we all know, that doesn’t necessarily translate into more victories.
Replacing Prince Amukamara and John Cyprien with A.J. Bouye and Barry Church are likely upgrades. Calias Campbell will be a sure anchor on the defense, along with Stefan Charles.
If last year’s rookie class develops into what they think they have, the Jaguars’ defense will be very good.
This was a good month for Jacksonville.

The Titans look like they will be the team to beat in the South at this point. They upgraded their secondary by signing Logan Ryan and John Cyprien. Sylvester Williams should help them up front.
The offense still looks very good as long as they stay healthy.
